Project of Chemical Substances Registration Promotion and Technique Review,2022

Absrtact
The project period dates from 15th February to 30th November, 2022. The main tasks include promotion of chemical substances registration affairs, optimization of the registration system and management mechanism of chemical substances, improving Chemical Substances Registration System, and sustaining the “one-stop window” for registration cross-ministerial operation. The main accomplishments of this project are accordingly described as follows:  Promotion of the affairs related to chemical substances registration: The statistic of technical reviewing affairs during the execution of the project, totally 10,650 cases have been reviewed. Also, by the means of keeping urging, annual report of this year is 100% completed. For existing chemical substance standard registration, HelpDesk have been held for 36 times, within total attendance of 782 companies with 957 people. There are 583 cases for PEC registration having been submitted, including 69 cases of joint registration. In addition, 280 cases have been revoked because these companies no longer import or manufacture chemical substances. These companies were confirmed by telephone counselling.  Optimization of the registration system and management mechanism of chemical substances: Collect the latest news on the management regulations and systems of advanced countries monthly. For improving the framework of substance management and discuss the policy for further promotion, the trends of the international registration system have been studied, which include comparing of EU only representative, (OR) system and third party representative (TPR) in Taiwan, discussing how joint registration operate in EU. By the means above, the concrete suggestion to enhance chemical substances registration framework and policy of promotion joint registration in future have been handle. In order to enhance the efficiency of the application benefits of the registration information, we consulate the way the EU disclosing information of registration data, and propose the design and usage of Infocard of Taiwan in future. By comparing the data between registration and customs, the list of companies which suggest to be inspected been handled, and 10 of them have been visited, the results of visiting and inspection have been summarized also. For predicting toxicity, the list of applicable models of toxicity and environment toxicity have been sorted out, 4 Chinese guidelines of predicting toxicity are also released in the end of August, and the feedbacks of registrants are collected. Also, a workshop online for teach registrants how to use these guidelines has been held.  Improving the Chemical Substances Registration System: The construction of whole new IT tool ChemistNew X 2.0 have been finished, which can help registrants quickly review the columns which didn’t pass the check and understand the reason. Registrants no longer need to install two different IT tools. Also, several new functions of annual reporting system have been added. Online reporting of new chemical substance with incidental provision and application of inclusion of new chemical substances in the inventory are also added in Registration 2.0.  Sustaining the “one-stop window” for registration cross-ministerial operation: The new chemical substances registration dossier review collaboration as well as communication with Occupational Safety and Health Administration (OSHA) went smoothly. A total of 15 new chemical substance standard registration cases were reviewed completed during the execution of the project, including 13 cases of level I and 2 cases of level II.
